Mr. Athey is a long time Washington, D.C. area resident who first began observing the local real estate market as the son of the late real estate developer Stephen L. Athey.  Mr. Athey watched his father develop real estate for decades and was a keen observer of the two significant real estate downturns in the last twenty-five years.  In January of 2011, Mr. Athey observed the Washington, D.C. area emerging from the latest downturn, as he saw demand for quality residential housing increasing, while observing a clear shortage of capital in the market for the acquisition and development of residential real estate.  Mr. Athey formed Congressional Capital to provide the numerous excellent area developers with access to the capital necessary to provide quality housing to the many potential homeowners desiring to live in the Washington, D.C. area.   Shortly thereafter, Mr. Athey began developing boutique condominium projects in Washington, D.C. and has since developed numerous projects throughout the City.  In addition, Mr. Athey owns and operates rental apartment buildings in Washington, D.C., as well as self-storage properties and other types of real estate throughout the area.  Mr. Athey also manages the development of several hundred acres of real estate in Virginia and Maryland. 

 

Mr. Athey received his B.A. with Distinction from the University of Virginia in 1999 and received his J.D. from the William and Mary School of Law in 2003.  After graduating from law school, Mr. Athey was a law clerk for the Honorable Claude M. Hilton, who was then the Chief Judge for the United States District Court for the Eastern District of Virginia.  After completing his clerkship, Mr. Athey practiced law at Reed Smith, LLP from 2004 through 2006. 

 

In 2006, Mr. Athey left Reed Smith, LLP to focus on the management of his family real estate assets and to work as a Washington, D.C. area advisor to a large real estate private equity fund.  In 2008, Mr. Athey joined Webster Book, LLP, where he was a trial lawyer with particular focus on real estate litigation and federal court litigation.  While practicing law at Webster Book, LLP, Mr. Athey managed his family real estate assets and managed Capitol Properties, Inc., which is a land development company that his late father founded.

 

Mr. Athey is an active supporter of children’s charities and enjoys all sports, while being the proud father of two young boys.
